Drinking, boating can be deadly mix
It's an image many of us conjure when thinking of lake living: men and women in bathing suits, hanging out on a boat, sharing a laugh, sipping a beer.
There's nothing necessarily wrong with that picture - unless the operator of the boat is drinking, too.
The best-case scenario, in that situation, is the boat operator will get pulled over and given a breath test. A driver is boating while impaired if his blood alcohol concentration is .08 percent or greater.
The worst-case scenario is a deadly wreck, like the one that happened in Lexington, S.C., last week. A couple was killed when their boat hit a dock on Lake Murray. The passenger had a blood-alcohol level of 0.187; the driver was tested at 0.357, more than four times the legal limit.
It's a tragic reminder of the dangers of boating while intoxicated.
Drink for drink, a boat operator is likely to become impaired more quickly than a motorist. The stressors common to the boating environment - sun, wind, noise, vibration, and motion - can all intensify alcohol's effects, according to the U.S. Coast Guard's Boating Safety Division.
Fortunately, boating-related fatalities have been rare in the area in recent years, and alcohol has not been a factor in a boating death here since 2007, when Bradley Girard of Davidson collided with a boat being driven by Jerry Moore of Charlotte. Moore was killed; Girard was convicted of involuntary manslaughter and boating while impaired, and went to jail.
We've been lucky the waters have been so relatively calm. According to Capt. John Campbell of the state's Wildlife Resources Commission, N.C. District 6 - which covers the Mecklenburg County portions of Lake Norman and Lake Wylie - leads the nation in boating-while-impaired arrests.
Twenty-two such arrests were made by District 6 Wildlife officers June 24-26 as part of the three-day Operation Dry Water campaign, a national weekend of boating under the influence education and enforcement aimed at reducing alcohol and drug-related accidents and fatalities. (The Coast Guard has said that more than 20 percent of fatal boating accidents are a result of alcohol use.)
The good news is that that number represents 22 individuals who might think twice before drinking while operating a boat next time. The bad news is on any given weekend during the busy summer boating season, many offenders are slipping through law enforcement's fingers.
Although police in the adjacent cities and counties help patrol the waters to varying degrees, the Wildlife Resources Commission is the agency charged by N.C. statute with enforcing boating laws in the state, in a capacity analogous to that of the Highway Patrol. On the busiest weekends, there are just two District 6 Wildlife boats in the water, at most, patrolling the 90 miles of Lake Norman shoreline in Mecklenburg County, Campbell says. Lake Norman has a surface area of more than 50 square miles.

The diameter employed as the linear unit according to the present rule in computing the circle's area is entirely wrong, as it represents the circle's area one and one-fifth times the area of a square whose perimeter is equal to the circumference of the circle. This is because one fifth of the diameter fails to be represented four times in the circle's circumference. For example: if we multiply the perimeter of a square by one-fourth of any line one-fifth greater than one side, we can in like manner make the square's area to appear one-fifth greater than the fact, as is done by taking the diameter for the linear unit instead of the quadrant of the circle's circumference. It is impossible to compute the area of a circle on the diameter as the linear unit without trespassing upon the area outside of the circle to the extent of including one-fifth more area than is contained within the circle's circumference, because the square on the diameter produces the side of a square which equals nine when the arc of ninety degrees equals eight. By taking the quadrant of the circle's circumference for the linear unit, we fulfill the requirements of both quadrature and rectification of the circle's circumference. Furthermore, it has revealed the ratio of the chord and arc of ninety degrees, which is as seven to eight, and also the ratio of the diagonal and one side of a square which is as ten to seven, disclosing the fourth important fact, that the ratio of the diameter and circumference is as five-fourths to four ; and because of these facts and the further fact that the rule in present use fails to work both ways mathematically, it should be discarded as wholly wanting and misleading in its practical applications.
