Carolina Reyes once noticed fashion designer Oscar de la Renta mingling at a state dinner in Washington, D.C.

Reyes was understandably star-struck, having grown up in Chivas Town, a humble Mexican-American neighborhood on the eastern edge of Mount Franklin. She just couldn't resist the temptation. So she whispered to her husband, Congressman Silvestre Reyes, "Do you suppose he knows I'm wearing Dillard's?"

At 63, Carolina Reyes is the pillar of a proud El Paso family, the soft-spoken but strong woman behind Silvestre Reyes, a former Border Patrol chief and one of the region's most prominent political personalities.

Almost everyone she knows describes Carolina Reyes, a petite woman, as genuine and down-to-earth, not the type to indulge in petty gossip.

Never one to crave the limelight, the spotlight found Reyes early in 2011 when she was elected president of the 700-member Congressional Club. She is the first Hispanic woman to lead the 103-year-old nonpartisan organization for spouses of members of Congress, the Supreme Court and the president's Cabinet. The club sponsors the annual First Lady's Luncheon, which this year is hosting first lady Michelle Obama.

For Reyes, this latest accolade is another important step in a lifetime devoted to family and community service.

Salvador Payan, the congressman's deputy chief of staff, knew Carolina at Canutillo High School, where she played basketball and worked on the yearbook staff.

"She comes from a very hardworking, very modest large family, never one to be drawing attention to herself," Payan says. "She's never arrogant."

Reyes does not dwell very much on the personal adventures, like the time the ruler of a small country flirted with her when she and her husband were visiting dignitaries. She never complained, never said how much she disliked living in Dallas until the day they left five years later.

A self-described worrier, Reyes does not reflect on the difficult year she and the children lived under police protection. The leader of a Mexican drug cartel had issued a death threat against her husband and the family.

For Silvestre Reyes, Carolina is "a terrific partner, well grounded."

"To say she's an asset is understating it," he says. "Her personality is genuine."

The first time Silvestre Reyes ran for Congress, he was constantly attacked by what he calls political fabrications. Carolina wrote a lengthy letter defending him but never intended to have it published.
