RI House Finance budget would eliminate some corporate tax breaks
PROVIDENCE — The incentive program that granted tax breaks earlier this year of up to $1.6 million to Hasbro Inc. and up to $420,586 to TD Bank in return for the companies’ promises to create jobs in Rhode Island would be eliminated if the House Finance Committee version of the state budget prevails.
Companies could retain the tax breaks granted to them prior to July 1 of this year by the state Economic Development Corporation, but no new companies could apply for what’s known as “project status.” The state Industrial Facilities Corporation would also lose the power to grant project status if that piece of the House Finance budget is approved.
Governor Chafee’s proposed budget would have retained the tax-incentive program, but with smaller tax exemptions.
Companies that gain project status get sales-tax exemptions on certain construction materials and equipment as they develop new locations in the state, expand an existing location or move into the state. The EDC has granted 24 companies the tax credits for 27 projects since 1996, according to EDC records.
House Finance Chairman Helio M. Melo, D-East Providence, issued a statement Tuesday on why the committee sought to eliminate project status.
“The sales-tax exemption on construction materials isn’t the key driver to bringing business to Rhode Island,” Melos said. “A prime example is TD Bank, one of the recipients of project status. This company came to Rhode Island to expand its business into a new and potentially lucrative market, not because it was offered a sales-tax exemption. That was an added bonus that, quite frankly, Rhode Island can no longer afford to offer.”
As lawmakers work to finalize the budget bill this session, separate legislation that would grant one more entity the power to grant project status is under consideration. The Senate-approved bill to create a commission that would determine how to develop the former Route 195 land in downtown Providence grants many powers to that seven-member body, including the ability to grant project status.
It’s unclear whether the commission would retain the power to grant project status because the legislation includes language that says the legislation would be the controlling authority if provisions are inconsistent with other state laws.
