Fairbanks utility board green-lights new Healy wind farm
Golden Valley Electric Association on Monday approved the state's largest wind farm . The $90 million Eva Creek project near Healy would generate about 30 megawatts and still needs regulatory approval if it's to meet a planned launch date of September 2012, the Fairbanks Daily News-Miner reports. The board chose the Healy project, which the utility will own and operate, over a proposal by Delta Wind Farm owner Mike Craft. The Fairbanks utility's action comes about two weeks after Chugach Electric Association agreed to buy power from Cook Inlet Region Inc.'s Fire Island wind farm, allowing that 18 megawatt project to move forward once it gets regulatory approval and financing. The News-Miner also is reporting that Craft has a private customer for his Delta project.

Many of Fairbanks’ incumbent lawmakers would see their political prospects change little under the board’s plan. An exception is Rep. David Guttenberg, D-Fairbanks, whose home would become part of the large, generally rural district starting north of Fairbanks and stretching more than 500 miles southwest to the coast. That would blend the interests of urban and rural Alaska at the desk of one state representative and one senator, something Guttenberg has said would make it hard for those lawmakers to do their jobs. The report also refers to Article VI of our State Constitution which establishes the guidelines that the board must follow. It is interesting to note section 11 of that article, which stipulates that "Any qualified VOTER may apply to the Superior Court to compel the Redistricting Board, by mandamus or otherwise, to perform its duties under this article or to correct any error in redistricting." Second of all, I asked about an unusually straight line dividing two senate districts that seemed to be off-set by a small rectangle and suggested that this looked like jerrymandering to me. In response Holm made some inappropriately vague and untrue comment about having to make the "deviations come out right" and then, probably fearing more questions, he took off. Those who can not see the redistricting plan as presented as having a lot of politics involved with the arbitrary lines draw are failing to comprehend how easily it is to end up underrepresented in Juneau. While going to visit my representative Steve Thomson all i needed was a look around to find out more. Lukes brother-in law is Guttenberg, Lukes son works for Thomas, a pair of brothers works for both Thomas and Guttenberg, one of those brothers wives works for Paskvan. Even Tim Beck ran as a Democrat against Gene Theriault or John Conghill. Wasnt that just a few years ago. There are more connections too. Challenging the plan isn't the problem the obvious reasons for challenge are. Rhonda was not my favorite of mayors bit at least she had the sense to abide by the assembly last time even though democrats had a very flawed plan.
